The U.S. Air Force’s Space and Missile Systems Center (SMC) Global Positioning Systems (GPS) Directorate achieved a major program milestone Aug. 21, successfully delivering the first GPS III satellite to Cape Canaveral Air Force Station, Florida to begin launch processing.
“The shipment of the first GPS III satellite to the launch processing facility is a hallmark achievement for the program,” said Lt. Gen. John F. Thompson, SMC commander and Air Force program executive officer for Space. “The modernization of GPS has been an outstanding collaborative effort and this brings us another step closer to launch.”
The satellite, dubbed “Vespucci” in honor of Amerigo Vespucci, the Italian explorer for whom the Americas were named, was transported in a custom container from the Lockheed Martin factory facility in Waterton, Colorado to the Space Coast Regional Airport in Titusville, Florida, by a C-17 Globemaster III originating from Joint Base Lewis-McChord, Washington. The transportation crew consisted of both contractor and government personnel who oversaw the entire operation to ensure that the conditions of the transport environment would not damage any of the satellite’s sensitive components.
The delivery of Satellite Vehicle 01 (SV01) starts the clock for final testing and checkout of the space vehicle prior to launch. The satellite will be processed at the Astrotech Space Operations Florida facility. A government and contractor team will ensure the integrity of the satellite after shipment by performing a Mission Readiness Test to verify the health and safety of the vehicle, as well as communication compatibility with the ground operations center. First GPS III satellite shipped to Cape Canaveral for launch

On Aug. 20, Lockheed Martin shipped GPS III SV01 to Cape Canaveral. GPS III SV01 is the first of 10 new GPS III satellites being built under U.S. Air Force contract and in full production at Lockheed Martin.

GPS III improvements. GPS III will be the most powerful and resilient GPS satellite ever put on orbit. Developed with an entirely new design, for U.S. and allied forces it will have three times greater accuracy and up to eight times improved anti-jamming capabilities over the previous GPS II satellite design block, which makes up today’s GPS constellation.
GPS III also will be the first GPS satellite to broadcast the new L1C civil signal. Shared by other international global navigation satellite systems, like Galileo, the L1C signal will improve future connectivity worldwide for commercial and civilian users.

SpaceX’s second dedicated USAF mission targets Dec. 2018 for GPS satellite launch
One of a number of 2018 SpaceX missions pushed into this year’s fourth quarter, SpaceX’s second-ever dedicated US Air Force payload is tracking towards a tentative mid-December launch, hopefully kicking off the deployment of the first ten third-generation GPS (Global Positioning System) satellites.
Set to launch the first and second GPS satellites on upgraded Falcon 9 Block 5 rockets, SpaceX and the USAF could potentially decide to fly one or several of the company’s contracted GPS missions on flight-proven boosters.
Designed and built by Lockheed Martin, each of the first group of a dozen satellites will weigh approximately 3900 kg (8900 lb) and will be placed in a circular orbit 20,000 km (12,500 mi) above Earth’s surface, resulting in one completed orbit every 12 hours. Both as a result of each satellite’s significant mass and orbit requirement and the desire to spread risk over multiple launches, the first eight GPS Block IIIA spacecraft will ride into space on their own dedicated launch vehicles – five aboard Falcon 9, one on a ULA Delta IV, and the rest yet to be determined.
SpaceX’s Falcon 9 was certified to launch national security-sensitive USAF payloads in May 2015 after spending years fighting for the reintroduction of competition into the Department of Defense’s rocket launch procurement apparatus, killed back in the mid-2000s when Lockheed Martin and Boeing merged their space subsidiaries into the United Launch Alliance despite protests from NASA and some in the DoD.
That launch is now aiming for December 15th, 2018, although such a specific date nearly three and a half months out should be treating as purely for planning purposes. Originally planned to launch on a ULA Delta IV rocket, the USAF decided (for unknown reasons) to switch the order of launch, making SpaceX the launch provider for the first and second spacecraft, with ULA following up on the third launch. In March 2018, SpaceX was additionally awarded one more GPS IIIA launch with the option for two more, at a total contract cost of roughly $290 million or ~$97 million apiece. Of the remaining four satellites to be launched after Space Vehicle 06 (SV06) reaches orbit, contracts have yet to be competed, although that process is likely to begin within a year or so.
Barring any unforeseen developments or anomalies, SpaceX’s December launch of GPS IIIA SV01 ought to kick off a series of Falcon 9 GPS missions every 4-6 months between now and 2021 or 2022. After SV08 is launched sometime in those final years, the US Air Force will open competition slightly further, allowing launch providers SpaceX, ULA, and perhaps even Blue Origin to offer multi-satellite launches on their more powerful rocket offerings, including Falcon Heavy, heavier Atlas 5 variants, and New Glenn.
Beginning in March 2019, largely symbolic but still revolutionary language to be included in 2019’s defense procurement authorization may explicitly require the USAF to explain before Congress – in the event that a launch contract does not allow a reusable rocket to compete – why an expendable launch vehicle was privileged. Currently NET March 2019 as well, SpaceX’s third dedicated USAF launch – STP-2 on Falcon Heavy – is being set up primarily to help the USAF certify SpaceX’s newest heavy-lift rocket for national security launches.

As GPS 3 launch nears, Air Force keeps watchful eye on ground controls

The GPS control segment is a global network of ground facilities that track the satellites, monitor their transmissions, perform analyses, and send commands and data to the constellation.
WASHINGTON – The scheduled December launch of the first GPS 3 satellite has been described by the U.S. Air Force as the “start of a new era.” It’s an entirely new satellite design, and the first GPS to go to space aboard a SpaceX rocket. It’s also a test for how the Air Force manages the transition to a new ground control system that has been plagued by delays and will not be ready until 2021.
The Air Force decided to stick with the launch schedule and get satellites in orbit while work continues on the development of the GPS 3 next-generation operational control system, known as OCX. To fill the gap, satellite manufacturer Lockheed Martin is upgrading the legacy control systems so the Air Force can fly and test the new satellites.
Col. Steven Whitney, director of the Air Force GPS Directorate, said the first GPS 3 will interact with “elements” of OCX Block 0 but the satellite will be operated with the existing GPS control segment that is being upgraded by Lockheed Martin. Raytheon is the primary contractor for OCX. The GPS 3 spacecraft acquisition and on-orbit checkout will be done from Lockheed Martin facilities.
In anticipation of a late delivery of OCX, the Air Force in 2016 put Lockheed Martin under contract to develop a “contingency” upgrade for the GPS operational control segment and M-Code early use. The M-Code is the more powerful GPS 3 signal for military users that is more secure against jamming or spoofing. Lockheed said the upgraded ground system will be ready by May 2019 and the M-Code early use software by 2020.
As many as seven GPS 3 satellites could be in orbit before the development of OCX is completed. The disparity between the launch and the ground control equipment schedules was flagged by congressional auditors as a “risk factor” in the program. The Air Force and Raytheon renegotiated the schedule for OCX Block 1 in April 2017 and the target completion date is June 2021. Block O, the launch and checkout system, was delivered in September 2017.
A lot is riding on OCX, estimated to cost $6 billion. In the Pentagon’s $1.4 billion budget request for the GPS program in 2019, more than $500 million is for OCX.
As each new GPS 3 satellite is launched into orbit, it will undergo tests before the Air Force decides if it can be integrated into the existing constellation. The upgraded legacy ground control system will support GPS 3, as well as the GPS 2R, 2R-M and 2F satellites. GPS 3s would augment the current operational constellation of 31 GPS satellites.

The next-generation OCX was designed first and foremost to improve the cybersecurity of the ground segment. The system will have the highest cybersecurity protection of any military space system, Raytheon Vice President and OCX Program Manager Bill Sullivan told SpaceNews. “OCX implements layered security. It’s like an onion, with layers of security controls. That’s difficult to implement in legacy systems,” he said. “We can integrate new types of security controls as threats evolve.”
Sullivan said OCX Block 0 will “support readiness activities for the upcoming GPS 3 launch in December and for early orbit operations.”
Until OCX Block 1 is available, the updated legacy ground system will be used to integrate GPS 3 satellites into the operational constellation and to “start testing some of GPS 3’s advanced capabilities even earlier,” Lockheed Martin’s program manager Johnathon Caldwell said last week in a news release.
OCX meanwhile is proceeding forward to meet the June 2021 deadline. A significant event this summer was a successful qualification test for the monitoring station receivers, Sullivan said.
The GPS network has 16 monitoring sites that provide global coverage. Six are owned by the Air Force and 10 by the National Geospatial Intelligence Agency. They require sophisticated receivers to track GPS satellites as they pass overhead. The stations collect signals, measurements, and atmospheric data, and feed observations to the master control station.
A favorable qualification test “positions us to start deploying those monitoring station receivers in 2019,” said Sullivan.
OCX software development has been accelerated and should be completed in 2019, Sullivan said. The company has a team of programmers developing, testing and turning around fixes using an Amazon Web Services cloud platform.
Raytheon’s OCX contract will be up for an extension in June 2021 when Block 1 is completed. “At that point have an option to sustain that system after delivery,” said Sullivan. “We do expect the Air Force to exercise that option before June 2021.”

The U.S. Air Force’s first Lockheed Martin-built GPS III satellite is now encapsulated for its planned Dec. 18 launch from Cape Canaveral Air Force Station, Florida, on a SpaceX Falcon 9 rocket.
GPS III Space Vehicle 01 (GPS III SV01) underwent pre-launch processing, fueling and encapsulation at Astrotech Space Operations in Titusville, Florida. During encapsulation, GPS III SV01 was sealed in its launch fairing — an aerodynamic, nose-cone shell that protects the satellite during launch.
In the coming days, the fairing-enclosed satellite will be mounted to the rocket as launch preparations continue.
GPS III SV01 is the first of an entirely new design of GPS satellite that will help the Air Force modernize today’s GPS constellation with new technology and advanced capabilities.
GPS III has three times better accuracy and up to eight times improved anti-jamming capabilities. Spacecraft life will extend to 15 years, 25 percent longer than any of the GPS satellites on-orbit today. GPS III’s new L1C civil signal also will make it the first GPS satellite broadcasting a compatible signal with other international global navigation satellite systems, like Galileo, improving connectivity for civilian users.
“The world is dependent on GPS. More than four billion military, commercial and civilian users connect with signals generated by GPS satellites every day,” said Johnathon Caldwell, Lockheed Martin’s vice president for Navigation Systems. “The launch of GPS III SV01 will be the first step in modernizing the Air Force’s GPS constellation with the most powerful and resilient GPS satellites ever designed and built.”
Lockheed Martin developed GPS III and manufactured GPS III SV01 at its advanced $128-million GPS III Processing Facility near Denver. In September 2017, the Air Force declared the satellite “Available for Launch” (AFL) and had the company place it into storage.
In 2017, the Air Force “called up” the satellite for launch and Lockheed Martin delivered it to Florida on Aug. 20. The Air Force nicknamed the satellite “Vespucci” after Italian explorer Amerigo Vespucci.
GPS III SV01 is the first of 10 GPS III satellites originally ordered by the Air Force. GPS III SV03-08 are now in various stages of assembly and test. In August, the Air Force declared the second GPS III “AFL” and, in November, called GPS III SV02 up for 2019 launch.
In September, the Air Force selected Lockheed Martin for the GPS III Follow On (GPS IIIF) program, an estimated $7.2 billion opportunity to build up to 22 additional GPS IIIF satellites with additional capabilities.
GPS IIIF builds off Lockheed Martin’s existing modular GPS III, which was designed to evolve with new technology and changing mission needs. On Sept. 26, the Air Force awarded Lockheed Martin a $1.4 billion contract for support to start up the program and to contract the 11th and 12th GPS III satellite.

SpaceX’s Falcon 9 Block 5 set for first expendable launch with USAF satellite
SpaceX’s most significant US Air Force launch contract yet is set to kick off with a (NET) December 18 launch of the first of 10 next-gen GPS satellites, known as GPS III Space Vehicle 1 (SV01). Thus far, SpaceX has won all five competitive GPS III launch contracts offered thus far by the USAF and – depending on Falcon 9’s performance this launch – could win several more.
Aside from contract victories, SpaceX’s first GPS III launch will be marked by yet another first for the company’s May 2018-debuted Falcon 9 Block 5 rocket. This first is not quite as desirable, though: sans landing legs and titanium grid fins, the new Block 5 booster will be expended after launch and will make no attempt to land.
At this point in time, the first official confirmation that Falcon 9 will be flying in an expendable configuration was given in a handful of comments made by Vice President of Launch and Build Reliability Hans Koenigsmann at a Dec. 5 press conference. While focused primarily on the topic at hand (SpaceX’s successful launch of the CRS-16 Cargo Dragon), members of the press managed to squeeze in a few minimally related questions which Hans graciously answered. Speaking about SpaceX’s imminent GPS III launch, Hans noted that,
“GPS is not landing a booster. It doesn’t have the landing hardware, or the majority of the landing hardware. … I looked at the booster yesterday, it’s in great shape and getting integrated in the hangar.
Hans also told members of the audience that he believed the expendable profile had stemmed from a customer (i.e. USAF) requirement based on a need for extra performance:
“Regarding GPS not landing, I think this is a customer requirement to have all the performance for the mission. It’s a challenging mission.“
While there was previously some doubt as to whether Falcon 9 was actually incapable of attempting a booster landing after launch, Mr. Koenigsmann’s offhand suggestion that GPS III launches would be “challenging mission[s]” makes it far more likely that the USAF’s given mission profile genuinely demands all of Falcon 9’s performance – not enough propellant will remain for Falcon 9 to attempt recovery. There is, however, still some ambiguity in Hans’ answer.
If Falcon 9 will be expended solely as a consequence of mission performance requirements despite the oddly low payload mass (~3800 kg) and comparatively low-energy orbit (~20,000 km), the only possible explanation for no attempted recovery would be the need for Falcon 9’s upper stage to perform a lengthy second burn after a long coast in orbit. However, the mission parameters the USAF shopped around for would have placed the GPS III satellite into an elliptical orbit of 1000 km by 20,181 km, an orbit that would unequivocally allow Falcon 9 to attempt a drone ship recovery.
The reasoning behind this is simple: SpaceX routinely recovers Falcon 9 boosters after far more energetic launches. For example, Falcon 9’s November 15th launch placed the 5300 kg Es’hail-2 satellite into an orbit of 200 km by 37,700 km, after which Falcon 9 B1047.2 performed its second successful landing on drone ship Of Course I Still Love You. A prevailing second theory for the expendable mission lies in the Air Force’s notoriously stodgy and sometimes irrational revulsion at the slightest hint of risk or change – to minimize perceived risk, the USAF could have thus demanded that SpaceX expend Falcon 9 regardless of whether it was capable of doing so.
For GPS III SV01, it appears that only time will tell whether the satellite ends up in an orbit that can properly explain the booster’s premature demise. Given that SpaceX has a full four additional GPS III launches currently on the books, it will be a shame to see a veritable fleet of Falcon 9 Block 5 boosters tossed into the sea after just a single launch each.

Air Force open to reusable rockets, but SpaceX must first demonstrate performance
The Air Force will need time to review SpaceX’s performance as it executes EELV launches before it would consider flying military payloads on reusable rockets.
WASHINGTON — SpaceX in its first national security launch for the U.S. Air Force will not attempt to land the first stage of the Falcon 9 rocket. The Block 5 version of the vehicle scheduled to lift a GPS 3 satellite on Dec. 18 is an expendable rocket with no legs or grid fins.
The Air Force decided that only an expendable rocket could meet “mission performance requirements,” said Walter Lauderdale, mission director of the Air Force Space and Missile Systems Center’s Launch Enterprise Systems Directorate.
A number of factors led to this decision, including the mission trajectory and payload weight. “There simply was not performance reserved to meet our requirements and allow them, for this mission, to bring the first stage back,” Lauderdale said Dec. 14 in a conference call with reporters.
Lauderdale during the call mentioned the word “uncertainty” several times to underscore the Air Force’s thinking about reusable rockets and about working with a new launch provider.
The GPS 3 launch will mark SpaceX’s debut as a military contractor under the Evolved Expendable Launch Vehicle program. The company won an $82.7 million contract in 2016 for the first GPS 3 mission, which had been originally scheduled for May 2018 but was delayed for additional testing of the Block 5 rocket. SpaceX’s entry into the EELV program marked a significant transition for the Air Force after a decade of working exclusively with United Launch Alliance. For this particular launch, ULA did not submit a bid. SpaceX won a second GPS 3 launch contract in 2017 for $96.3 million. Earlier this year, it scored a $290 million deal for three additional GPS launches.
Lauderdale insisted that the Air Force will need time to review SpaceX’s performance as it executes these missions before it would consider flying military payloads on reusable rockets. The Air Force will not compromise performance or reliability, he said. “We have to ensure the rocket performs safety and accurately.” The $529 million GPS 3 payload is “precious cargo.”
The satellite is the first of 10 GPS 3 vehicles the Air Force plans to put into orbit in the coming years. The spacecraft, made by Lockheed Martin, will broadcast more secure and more accurate signals than the current GPS satellites. Once the new satellite reaches orbit and completes up to 18 months of tests, it will replace an aging GPS satellite that has been in service since 1997.
Lauderdale said the Air Force will wait to see what happens in this first launch and study the data before it can engage in any discussions about reusability.
“We are continuing to look at this as we try to drive down uncertainty,” he said. “As we work through this first flight together, we will look at the performance, do all the calculations and analysis so we can continue to look for opportunities in the future.”
Lauderdale said he could not predict if and when SpaceX would be allowed to fly a reusable Falcon 9 for a GPS launch. “I don’t want to commit to a particular mission but, fundamentally, we need to work through the uncertainty, analyze the performance,” he said. “We’re getting flight experience with SpaceX, and that removes uncertainty, gives us more confidence in what performance the vehicle can deliver. We’ll continue to work as partners to see what’s possible in the future.”
In this first flight, the focus is on performance and safety, said Lauderdale. “After we see the performance of the Falcon 9 we are going to refine our analysis and look if we can get performance back that would enable SpaceX to recover their booster,” he added. ‘It’s an ongoing project.”
After the Tuesday launch, he said, “We’re going to analyze the results.” One way or the other, he added, “We’re not going to compromise the requirements that we need to deliver our spacecraft. But as we become more confident, as we get more data to support our assessments, we can always revisit, see the art of the possible. But we’re not going to do it without having confidence that we can deliver the spacecraft safely to orbit.”
Safety practices under scrutiny
SpaceX’s first key test as a national security launch provider comes in the wake of revelations that NASA initiated a review of the company’s safety practices, presumably prompted by the recent behavior of SpaceX founder Elon Musk.
Col. Robert Bongiovi, director of the SMC Launch Enterprise Systems Directorate, said the Air Force has no issues with the company’s safety culture. “We have a standard of 100 percent mission success and a robust mission assurance process,” he said. “We have worked hand in hand with SpaceX to review the design of the Falcon 9,” he told reporters. “We very much understand their mission success processes. We absolutely did not have a concern about their process. … A key part of mission assurance is understanding what’s happening in testing, and making sure no issues cross over to this launch.”
The Air Force, however, has not determined when it might allow reused hardware instead of brand-new Block 5 rockets. “We intend to certify flown vehicles,” he said. SMC is working with SpaceX “to understand what’s different and what do we have to watch out for,” he added. “SpaceX has a lot of experience doing this. We are working with them to help us put together a plan so we can learn as well.”
SMC officials said they would wait and see how pre-flown first stages performed in commercial launches before they decide if they are suitable for national security missions. Gen. John Raymond, commander of Air Force Space Command, told Bloomberg News in October 2017 that the Air Force would be “absolutely foolish” not to utilize SpaceX’s reused rockets in order to take advantage of the cost savings.

SpaceX set for expendable Falcon 9 Block 5 launch attempt after 48 hour scrub
Following a reported bug with Falcon 9 booster sensors that triggered a launch abort on the morning of December 18th, SpaceX has mitigated those problems and is ready to try again, hopefully placing the first of 10 new USAF GPS III satellites into orbit shortly after a 9:03 am EST (14:03 UTC) liftoff on December 20th.
Aside from being the first time SpaceX has launched a dedicated USAF mission won through a competitive procurement process, the launch of GPS III Space Vehicle 1 (SV01) will also be the first time SpaceX has intentionally expended a new Falcon 9 booster since July 2017, as well as the first time everthat a Falcon 9 Block 5 booster will be expended without attempting to land.
Standing vertical at SpaceX’s Launch Complex 40 (LC-40) pad, Block 5 booster B1054 looks undeniably incomplete or just off without grid fins and landing legs installed, like toast without butter or a Tesla with a V8 in place of its electric motors. The fact that Falcon 9 B1054 is a brand-new booster simply throws salt on the wound. However, the expendable configuration does serve as a reminder that, when it really comes down to it, SpaceX’s launch customers with as much sway as the Air Force ultimately have a major (if not final) say in the rocket’s trajectory.
If a customer demands an almost ridiculous level of redundancy, SpaceX likely has little to no say in that decision, even if it means that a brand new Falcon 9 Block 5 booster – designed to launch anywhere from 10-100 times in its lifetime – will have to be disposed of in the ocean after just one. While the performance-based decision to expend Falcon 9 appears to be far more of a security blanket than a practical necessity, it does still serve as a reminder that some exceptionally heavy payloads and/or high-energy orbits will inevitably preclude Falcon 9 or even Falcon Heavy from attempting booster landings. Down the road, major NASA or national security payloads will likely continue to demand expendable configurations, at least until BFR (Starship/Super Heavy) can take over from Falcon 9 and Heavy.
Although SpaceX does appear to be serious Thursday’s launch attempt, the weather conditions are far from desirable thanks to the forecasted presence of “Electric Field, Cumulus/Thick Cloud, Disturbed Weather”, as well as the likelihood of strong upper-level winds near the Florida coast. With just a 20% chance that weather conditions will permit a launch and a brief 26-minute window of opportunity, there is little to no wiggle room for SpaceX to wait for a figurative break in the clouds, and another scrub seems extremely likely.
If the weather does force SpaceX to call off Thursday’s attempt, additional opportunities appear to be available on Friday (60% favorable) and Saturday (80% favorable). For now, however, Falcon 9 B1054 appears to have bought itself a few extra days to continue being an intact and (mostly) dry rocket. Catch the watch live at the link below.

SpaceX Postpones Launch Again, Eyes Saturday for 4th Try
CAPE CANAVERAL AIR FORCE STATION, Fla. — The third time was not the charm for space fans Thursday as SpaceX postponed a rocket launch again, this time because of bad weather.

It was no surprise that SpaceX had to push back the launch of its Falcon 9 rocket from Cape Canaveral Air Force Station, as showers blanketed Central Florida, and 45th Weather Squadron forecasted a low chance of favorable weather.
SpaceX is now targeting 8:55 a.m. ET Saturday for a fourth launch attempt. It said there was an 80 percent chance of favorable weather.
SpaceX said that because of mission constraints, it wouldn't try to land the first-stage booster.
The biggest challenges impeding the launch Thursday included the electric field from thunderstorms, along with cumulus and thick clouds.
Over the past two days, SpaceX has been working to resolve an issue with one of the sensor readings on the rocket's first stage. It caused a postponement Tuesday and then another delay on Wednesday.
On board the Falcon 9 rocket is the U.S. Air Force's GPS-3 satellite. It's the first in a third generation of satellites that Lockheed-Martin officials say will provide more accurate, secure and versatile information for the military and for the average person. An estimated 4 billion people use GPS technology around the world.
At Vandenberg Air Force Base in California, the scheduled launch Thursday night of a Delta IV Heavy rocket carrying a spy satellite for the National Reconnaissance Office was also pushed back again. United Launch Alliance said it was because of elevated hydrogen concentrations in a booster engine. The company said December 30 would be the earliest it could try again to launch the rocket.
